Brief Meeting Follows a Long Discussion for Moorefield Council

The Moorefield Town Council’s meeting on July 21 was actually very brief, but a preceding discussion on personnel policy changes took an hour.

Public Works director Lucas Gagnon will research requested information and rephrase some changes before changes become official.

During the meeting, the Council approved draws number 11 and 12 from the U.S. Department of Agriculture (USDA) grant funding the water plant project. Draw 11 covers the first year of interest payments, and totals about $40,000. Draw 12 is the regular monthly draw, and this month is for $1,233,480.65.

Gagnon said the contractors are, “a little behind, but have a plan to catch up.” This phase of the project is scheduled for Summer 2021 completion.

City Clerk Rick Freeman presented animal ordinances for the Council to review. The recently-approved zoning ordinance and the existing Town code have conflicting guidance in several places.

For example, the zoning ordinance permits chickens and bees in Town, with restrictions. The Town code does not. Additionally, the older Town ordinances have paragraphs that are outdated, such as one referring to livestock running loose.

Freeman and Gagnon also informed the Council that Fortiline has begun installing new utility meters.

The next meeting is August 4 at 7 p.m. at the Town Hall. The public is invited to attend; masks are required and social distancing is observed.
